New Energy Storage System Expansion Project

New energy storage, or energy storage using new technologies such as lithium-ion batteries, liquid flow batteries, compressed air and mechanical energy, is an important foundation for building the country's new power system, which enjoys advantages such as quick response, flexible configuration and short construction timelines.

Industry projections indicate that China's compressed air energy storage capacity will exceed 50 GW by 2030, enabling annual CO₂ emission reductions of over 200 million tons - equivalent to shutting down 60 one-gigawatt coal-fired power plants - thereby providing robust support for building a new-type power system.

The energy storage projects will be located at three existing SCE power substations: 225 MW at Springvale Substation in Big Creek-Ventura, 200 MW at Hinson Substation in the Los Angeles Basin, and 112.5 MW at Etiwanda Substation in the Los Angeles Basin.

According to the administration, the northern and northwestern parts of the country have seen the fastest development of new-type energy storage facilities, accounting for over 50 percent of the newly operational energy storage installations nationwide.

The government has been continuously advancing energy storage technologies, with several compressed air energy storage, flow battery storage, and sodium-ion battery storage projects put into operation across the nation, Bian Guangqi, an NEA official, said at the conference.

Chen Haisheng, Chairman of CNESA, noted: "China's CAES technology has advanced from 100 MW to 300 MW in a decade, setting a new global benchmark." The Energy Storage Industry White Paper 2025 reveals that global new energy storage installations reached 165.4 GW in 2024, with China contributing 43.7 GW of new capacity.
